Which remote workers qualify: foreign employees, freelancers, company owners or other remote professionals?

A qualifying digital nomad is a non-EU/EEA/Swiss third-country national who is employed or performs work through communication technology for a foreign company, or for the person’s own company, provided that company is not registered in Croatia.

What income threshold applies, how must it be demonstrated, and how does family affect it where stated?

The current monthly subsistence amount stated by the Croatian Ministry of the Interior is a minimum of 3,622.50 EUR. It can be shown through a bank statement showing proof of regular income or payslips for the last six months. This amount is increased by 10% of the average monthly net salary for each additional family member, life partner or informal life partner. For a 12-month stay, the page lists a minimum of 43,470.00 EUR already available in a bank account; for an 18-month stay, it lists a minimum of 65,205.00 EUR.

Where must the employer, company or clients be located? Is local work restricted?

The remote employer or own company must be outside Croatia: the route is for work through communication technology for a foreign employer or an own company not registered in Croatia. The page says the applicant must not work for or provide services to employers in Croatia.

Can family accompany? How long is the status granted and can it be renewed?

Temporary stay is granted for up to 18 months, possibly less. If it is granted for less than 18 months, an extension may be requested no later than 60 days before expiry and may be granted for up to six months. Close family members of a digital nomad who has been granted temporary stay in Croatia may join the nomad in Croatia, subject to the Ministry's family-reunification rules.

What immigration-relevant tax/residence information is officially stated, and what longer-term residence direction exists?

A new application for a digital-nomad stay can be submitted 6 months after the expiry of a previously granted temporary stay for other purposes, a digital-nomad stay, family reunification or life partnership with the digital nomad. The Ministry page does not state a tax treatment or a longer-term residence route for this permission.
