What exactly is the official special programme/status and why does it exist?
A category of Colombia's visitor (V) visa, "Non-accredited officials", under Resolution 5477 of 2022 art. 51: it is for serving as an official commercial representative of a foreign State or territory's government, or of a specialised government agency, on a mission that does not involve accreditation to the Ministry of Foreign Affairs. A V visa is granted to foreigners who wish to visit Colombia once or several times for the listed activities, without this constituting domicile. Alcance: Para desempeñarse como oficial representante comercial de gobierno de Estado o territorio extranjero, o de agencia gubernamental especializada, en misión que no implique acreditación ante el Ministerio de Relaciones Exteriores.

ARTÍCULO 29. DESTINATARIOS Y ALCANCE DE LA VISA TIPO V. El Ministerio de Relaciones Exteriores podrá otorgar la visa tipo “V” al extranjero que desee visitar una o varias veces el territorio nacional para el desarrollo de alguna de las actividades descritas en la Sección 2 del presente Capítulo, sin que ello constituya domicilio.
