What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

Temporary protection / migration regularisation: the Temporary Protection Statute for Venezuelan Migrants (ETPV, Decree 216 of 2021, Resolution 971 of 2021) lets Venezuelan migrants regularise their status through the Temporary Protection Permit (PPT), an identity document issued by Migración Colombia.

Which population, circumstances or geographic group does the mechanism cover?

Currently only Venezuelan children and adolescents enrolled in the national education system or in ICBF programmes (PARD rights-restoration process or SRPA juvenile criminal responsibility system) can preregister in the RUMV.

Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

In-country process with Migración Colombia: preregistration in the RUMV through the authorisation system, a socioeconomic survey, biometric registration (over age 7) at authorised points, then the PPT request via the online FUT form and an in-person appointment at a Centro Facilitador de Servicios Migratorios.

What happens after the request: registration, family handling, major support and rights where officially stated?

Migración Colombia decides within 90 calendar days and may ask for extra documents with 30 days to reply. The document is delivered at the residence registered in the preregistration; for children it must be collected by a parent, legal representative or responsible adult proving kinship or custody. For asylum applicants, approval is notified once requirements are verified and the asylum claim has been withdrawn. The official source does not state the rights and support attached to the PPT.

Migración Colombia is the competent authority (free helpline 01 8000 51 55 15). The procedure is completely free and requires no intermediaries; PPT issuance costs nothing.
