What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

This is a free Temporary Residence permit: no fees are payable at any point of its processing, and to start the procedure it is not necessary to pay penalties or to begin the 'voluntary declaration of clandestine entry' process. The permit may be granted independently of the applicant's immigration status and of that of the father, mother or person in charge of their care in Chile.

Which population, circumstances or geographic group does the mechanism cover?

It covers children and adolescents in Chile, and may be granted regardless of their immigration status and that of the father, mother or person in charge of their care. The residence must be requested by the father, mother or person in charge of the personal care of the child or adolescent; parentage must be evidenced in the application by the corresponding birth certificate, and in the case of legal guardianship, personal care or curatorship must be evidenced by documents issued by the competent authority under the law in force in the State that granted that responsibility. The permit is not a benefit extended to members of the family group, the guardian or the person in charge of the child's or adolescent's personal care.

En la solicitud deberá acreditarse la filiación mediante el correspondiente certificado de nacimiento. En caso de tutoría legal, deberá acreditarse el cuidado personal o curaduría, mediante la presentación de los documentos emitidos por la autoridad competente, conforme al ordenamiento jurídico vigente en el Estado que otorgó dicha responsabilidad. ¡Recuerda! The application may be made through SERMIG's Digital Procedures Portal, logging in under 'Residencia Temporal en Chile'. The procedure is available only from within Chile.

What happens after the request: registration, family handling, major support and rights where officially stated?

Once the Temporary Residence has been granted, the applicant must request an appointment at the Registro Civil e Identificación within the 30 days following notification of the permit and the sending of the Estampado Electrónico. The official source does not state what happens while the application is being processed.

Which competent authority, UN body or official assistance channel should the person use?

Where there is no certainty about the identity or the age of majority of a child or adolescent, the Service informs the corresponding protection authority in order to clarify the situation and safeguard their rights. Where an unaccompanied child or adolescent enters national territory and is not in one of the other cases mentioned, it is the protection authority that is responsible for requesting a Temporary Residence permit for those left under its care or guardianship, always seeking their best interests.

    En caso de no existir certeza sobre la identidad o la mayoría de edad de un niño, niña o adolescente, el Servicio informará a la autoridad de protección correspondiente, con el fin de esclarecer la situación y resguardar sus derechos.
