Which citizenship, status or regional agreement creates the person's right to move/reside?

The right to reside comes from an international agreement concluded by Chile and in force: nationals or, as applicable, residents of the States party to such agreements may apply for this permit where the agreement requires that those persons be authorised to reside temporarily in Chile. The requirements and effects of these permits are those established in the agreement or treaty applicable to the foreign applicant.
