Which family relationships qualify?

An adult dependant of a Residency and Employment Rights Certificate holder qualifies if the dependant was declared in the original certificate application, is of good character and conduct, has been legally and ordinarily resident in the Cayman Islands for at least seven years immediately before applying, and the principal holder still holds the certificate or has become Caymanian.

Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

The qualifying principal is the dependant's parent or other RERC holder who continues to hold the Residency and Employment Rights Certificate or has become Caymanian. The adult dependant applies in their own right under section 39.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

The application carries the prescribed application fee, issue fee and first-year annual fee. It must be made before age nineteen unless the parent certificate was varied for tertiary education; in that case it may be filed within six months after education ends, but no later than the dependant's twenty-fourth birthday. A successful adult dependant is granted the right to reside permanently; under section 37(5), employment may be accepted from any employer but only in approved occupations, and there is no entitlement to self-employment.
