What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

This is a conversion, not a new asylum claim: a person already granted the three-year refugee leave may apply to the Director — no sooner than two years after that grant and no later than six months before it expires — for indefinite leave to remain on the basis that they continue to be a refugee; the Director has regard to the Refugee Convention and Cabinet directions in deciding.
