Is this for a founder, startup entrepreneur, self-employed person, freelancer, company owner or another business profile?

The Yukon Business Nominee Program is the route for immigrating to the Yukon as an entrepreneur, as distinct from the Yukon Nominee Program route for workers. The applicant starts a new business or buys an existing Yukon business, must manage it and must hold a National Occupational Classification (NOC) TEER 0 or 1 position within it.

What must actually exist or be demonstrated: business plan, company, innovation, clients, contracts, economic activity, job creation or other substance?

The proposed business must be a new business or the purchase of an existing Yukon business, must be managed by the applicant and must not be a passive investment, and it must belong to one of ten listed strategic sectors: information technology; manufacturing; value-added processing; forestry; tourism product, attraction, service and facility; energy; mining or mineral development; agriculture; cultural industry; and film and video production. The listed ineligible sectors and activities are passive investments; retail, wholesale or distribution operations; restaurants; financial services; business, consultation and personal services; most professional services; real estate; holding companies; and gas stations. The applicant must hold a National Occupational Classification (NOC) TEER 0 or 1 position within the business and must not yet have purchased or started the business in Yukon at the time of application, and must have at least a high school diploma (with proof of further credentials if the business requires more education), at least 3 years of entrepreneurial or business management experience and at least 5 years of work experience relevant to the business. Entry to the candidate pool requires the business concept to be approved, and the business plan itself is assessed only after a candidate is selected from that pool.

What investment, capital, income, revenue, funding or viability evidence is central to this pathway?

The applicant must have a net worth of at least CAD 500,000 and a minimum of CAD 300,000 in liquid assets, which includes cash, bonds and cash derivatives; for both, the applicant must have documentation and verification by a Yukon accounting firm that the money was obtained through legal means. The applicant must also show how at least CAD 300,000 will be invested in capital investments for the business in the first 2 years. Capital investments made before acceptance into the Yukon Business Nominee Program do not count. Capital investments include purchases such as property or equipment, and exclude purchases such as a house, vehicles that are only partially for the business, and operational or maintenance expenses.

The applicant submits a complete, original signed application in person in Whitehorse or by mail to Government of Yukon, Economic Development; Yukon reports the decision within 12 to 14 weeks, and processing times increase with the volume of applications received. Applications that meet the eligibility requirements, have a minimum score of 65 points and an approved business concept enter a pool of potential candidates for 6 months, which does not guarantee acceptance into the programme. Only candidates selected from the pool are invited to submit documents verifying the original application and to have the business plan assessed; those who meet the requirements are invited to an exploratory trip and an in-person interview in Yukon. If approved after the interview, Yukon supports the applicant in getting a 2-year work permit from the federal government, and at the end of that period supports the applicant's permanent residency application to the federal government if the requirements are met. The official source does not state how the work permit is renewed.
