For the relevant traveller scope, is a visa, electronic authorisation, visa on arrival or no advance visa normally required?

This is an in-Canada application, not an entry permission: a visitor record is not a visa. Visitors first enter Canada with a visitor visa (temporary resident visa), an electronic travel authorization (eTA) or a valid passport or travel document, and it does not matter which of these was used when applying for a visitor record. The visitor record does not guarantee re-entry; visa-required travellers need a valid visitor visa every time they enter Canada, unless returning directly from a visit to the United States or Saint Pierre and Miquelon.

What short-visit purposes does this route cover?

Visitors are temporary residents legally authorised to enter Canada temporarily to holiday, visit family, conduct business, etc. A visitor record is for people who want to extend their stay in Canada as a visitor, as a worker authorised to work without a work permit, or as a student authorised to study without a study permit, or to change their temporary resident category from study permit holder or work permit holder to visitor.

What maximum stay, rolling-period rule, validity and entry rules apply?

Most visitors can stay in Canada for up to 6 months. A person must leave by the date stamped in the passport; if there is no stamp, handwritten date or document, status expires six months from arrival. A visitor record includes a new expiry date, which is the new deadline to leave Canada. Temporary resident status cannot exceed the validity of the passport. Extensions may be requested as many times as wished, each with a new application and fee, and the applicant must show that the stay is still temporary. What important funds, accommodation, invitation, insurance, onward-travel or passport evidence may be required?

An extension application needs full details of why the person wants to stay longer, proof of identity, proof of current status in Canada, and evidence of how the person will be supported in Canada and will pay for transport to leave, such as a guarantor’s letter, a bank statement showing the account holder’s name and account number, and details of departure plans. Photocopies of passport pages showing the most recent Canadian entry stamp are required, and the passport should be valid for at least the requested extension.

Where/how is permission obtained when required, and under what important circumstances can a stay be extended or changed?

The visitor record must be applied for online, with paper applications allowed only for a disability or a problem with the online application. The application must be made before current status expires, ideally at least 30 days before; the fee to extend a stay as a visitor is CAD 100 per person. A person who applies before the leave-by date can legally stay until a decision (maintained status), but temporary resident permit applicants do not benefit from this. Each family member who wants to stay longer must apply. If status has already expired, an extension cannot be requested, but restoration may be sought within 90 days. If approved, the visitor record should arrive by mail within 6 weeks of the decision letter.
