Which travellers require a transit visa/permission and which officially documented exemptions are important?

A traveller from a visa-required country normally needs a transit visa for an international airport connection lasting no more than 48 hours if they lack a valid visitor visa and are not eligible for an eTA. US citizens and lawful US permanent residents can transit without a visa with the correct travel documents. Other eTA-required travellers need an eTA for air transit. The Transit Without Visa and China Transit programmes are conditional US-linked exceptions, not blanket nationality exemptions: they impose passport, travel-document, participating-airline, airport, sterile-area and 24-hour departure conditions. Visiting Canada or a transit longer than 48 hours requires a visitor visa where the traveller is visa-required.

Can the traveller remain airside, and under what circumstances must immigration control be crossed?

Airside transit is not a universal exemption from Canadian immigration requirements. Under the Transit Without Visa and China Transit programmes, travellers must remain in the sterile international transit area; leaving it requires examination by a Canada Border Services Agency officer. At Toronto Pearson, the airport operator identifies international-to-domestic connections as a situation that may require Canadian customs and immigration, and US-bound connections may require US customs. The actual terminal, customs and security sequence depends on the flight itinerary.

What officially documented baggage collection, terminal, separate-ticket or self-transfer situations affect the immigration requirement?

At Toronto Pearson, even a bag tagged to the next or final destination may need collection and placement on a connection drop-off belt. If it is not tagged onward, the traveller must collect and check it in for the next flight. The airport advises confirming baggage arrangements with the airline and using the operating airline, not merely the ticket seller, in its connection guide. These airport-specific procedures do not establish a separate-ticket visa exemption. A traveller relying on the Transit Without Visa or China Transit programme who must leave the sterile area must see a Canadian border officer.

What maximum transit period, overnight, airport-change or multiple-stop rules matter?

A transit visa permits airport transit for up to 48 hours and may be valid for one or two entries according to the travel plans; it must be used before expiry. The distinct Transit Without Visa and China Transit exemptions require departure within 24 hours and use of their specified airports. At Pearson, Terminal 3 or a change of terminals makes a traveller ineligible for those exemptions. A missed connection, refusal of US entry or a delay beyond the applicable 24-hour limit requires Canadian border examination. Airport connection-area hours vary, so neither the 48-hour visa limit nor an overnight booking guarantees continuous sterile-area access.

If permission is required, what permission is it, where/how is it obtained, and what core onward-travel evidence is required?

The free transit visa is applied for before travelling through the IRCC Portal. Paper applications are available for a disability preventing online submission or for holders of identity/travel documents for non-national residents, refugees or stateless persons. The mandatory online supporting documents are the travel itinerary, national identity document and passport or travel document. A destination visa where required and financial-support evidence are listed among optional supporting documents, with financial proof recommended. IRCC may request an interview, medical examination or police certificate; applicable biometrics can also be required. If approved, the visa is placed in the passport.

Answer the questions in the online form. 5. You should reach a page indicating that you’re applying for a transit visa. If you see something different, check your answers again. 6. Once you reach the “Summary of your information” page, review the information entered to make sure it’s accurate and click on “Save and continue.” 4. ## Documents you’ll need to support your application At this stage, you’ll need to add supporting and optional documents to your online application.
