  • About the process
This is a program to sponsor an adopted child from another country for permanent residence.

Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

The sponsor must be a Canadian citizen, a permanent resident, or a person registered in Canada under the Indian Act, and must be at least 18 years old and sign an undertaking and sponsorship agreement. A permanent resident sponsor must live in Canada. A Canadian citizen living outside Canada at the time of the adoption must plan to live in Canada when the child becomes a permanent resident.

What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

The adoption process is handled through the relevant adoption authority, and the ordinary immigration application can be filed once the adoption is complete and a final adoption order exists. Supporting identity/relationship evidence can include the child’s birth certificate showing parents or adoptive parents, or legal guardianship documents where applicable.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

The immigration route is one application in two parts: the sponsorship application, in which the sponsor applies to become a sponsor, and the child's permanent residence application. The child is brought to Canada once they become a permanent resident and get their permanent resident visa. After the child arrives in Canada as a permanent resident, citizenship can be applied for on the child's behalf, but the adoption process must be completed first. The official source does not state the rights attached to permanent residence or how long the status lasts.
