Is this for a founder, startup entrepreneur, self-employed person, freelancer, company owner or another business profile?

The Base stream is for individuals who are looking to start a new business, or take over and grow an existing one.

What must actually exist or be demonstrated: business plan, company, innovation, clients, contracts, economic activity, job creation or other substance?

The applicant must establish an eligible new business, or take over and grow an existing one, and must create at least one new full-time job for a Canadian citizen or permanent resident.

What investment, capital, income, revenue, funding or viability evidence is central to this pathway?

The applicant must have a personal net worth of at least $600,000 CAD and must make an eligible personal investment of at least $200,000 CAD in the business.

What business/self-employed activity may the holder conduct? Are there important restrictions? What is the family position where clearly stated?

The applicant may establish an eligible new business, or take over and grow an existing one. The applicant must create at least one new full-time job for a Canadian citizen or permanent resident. The applicant and their dependants may move to B.C. after receiving a work permit.

What approval/application sequence applies, how long is the status granted, how is it renewed, and what longer-term residence direction is officially stated?

The steps are: develop a business proposal, register online, wait for an invitation to apply, submit the BC PNP application, apply for a work permit, wait for the nomination decision and submit the IRCC application. After a Letter of Support, the applicant has up to 90 days to apply to IRCC for a work permit and must arrive in B.C. within 12 months of receiving the work permit, then has up to 20 months to implement the plan and meet the Performance Agreement, with a final report 18 to 20 months after arrival. If satisfied, the BC PNP issues a Confirmation of Nomination after a Conditions of Nomination Declaration is signed, allowing a permanent residence application to IRCC under the Provincial Nominee Class.
