What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

BVOR is refugee resettlement through a match between referred refugees and private sponsors in Canada, with financial assistance shared between the government and sponsors. It is not a direct, ordinary visa application. Refugees arrive as permanent residents after approval and admission.

Through this program, Canadian citizens and permanent residents can * become private sponsors and * get matched with refugees identified by a referral organization, like the United Nations Refugee Agency (UNHCR)†www.unhcr.org . To help refugees start their new lives in Canada, private sponsors commit to providing * 6 months of financial support and * 12 months of social, emotional and settlement support The Government of Canada provides the other 6 months of financial support. ## Why sponsor through BVOR?

Which population, circumstances or geographic group does the mechanism cover?

Refugee referral organisations identify people needing resettlement who may fit BVOR. IRCC considers profiles only after reviewing refugee eligibility and admissibility, including security and medical screening. The Convention refugee abroad class is eligible for blended sponsorship. Sponsors cannot act alone: they must join a sponsorship agreement holder, an authorised constituent group, a Group of Five or a community sponsor in Canada.

Sponsorship agreement holders Sponsorship agreement holders (SAH) are organizations that signed an agreement with the Government of Canada to * sponsor refugees and * help them settle in their communities when they arrive in Canada As a SAH, you can also work with other groups in the community to sponsor refugees under your agreement. These groups are called constituent groups. ### 2. Groups of Five Groups of Five (G5) are groups of 5 or more individuals (Canadian citizens or permanent residents) who * sponsor refugees and * help them settle in their communities when they arrive in Canada ### 3. Community Sponsors Community Sponsors are organizations, associations or corporations that * sponsor refugees and * help them settle in their communities when they arrive in Canada ## How to find a group

Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

The refugee case reaches Canada through referral. A Canadian sponsorship group reviews RSTP profiles and chooses one it can support, considering housing, services, language support and community connections. It places a hold on the profile through RSTP, then receives the forms and refugee information from IRCC. The sponsor has seven calendar days after selecting a profile to submit the complete sponsorship application to the IRCC address given in the official instructions.

This will prevent other groups from choosing that profile while you confirm your interest to sponsor. ## 2. Submit your application After you confirm your interest, we’ll send you * the refugee’s information and * the forms and documents you need to complete your sponsorship application Email your complete application to IRCC.ROCO-CORO.IRCC@cic.gc.ca. What happens after the request: registration, family handling, major support and rights where officially stated?

An approved sponsorship leads to visas for the sponsored refugees and IOM travel arrangements. Private sponsors cover start-up costs, six months of living costs and twelve months of social, emotional and settlement assistance; government RAP funding covers the other six months. Refugees arrive as permanent residents, with temporary IFHP benefits and eligibility for provincial or territorial health coverage. Published arrival estimates are not guaranteed processing deadlines.

Which competent authority, UN body or official assistance channel should the person use?

Use IRCC for the sponsorship decision and RSTP, the assistance channel expressly linked by IRCC, for matching, sponsorship training and arrival preparation. A local sponsorship agreement holder can explain partnership options. Refugee referral remains separate from paying someone to obtain a place. Canada charges no resettlement application fee, and no intermediary can guarantee a visa.
