Which travellers require a transit visa/permission and which officially documented exemptions are important?
Decree 2023/147 provides for a transit visa granted to a foreigner in transit, with validity capped at five days (Article 22). The decree does not exempt any traveller from needing the transit permission itself, nor set an airside or nationality-based exemption.

- The 2026 edition contains two Article 548 texts (a general exemption list at printed p. 198 and the amended national tariff at printed p. 440); the code itself does not state how they interact for a transit visa of exactly four to five days. Reciprocity conditions for non-CEMAC nationals are stated but not detailed. No nationality-based or airside transit-visa exemption is established by the captured decree.
