Which travellers require a transit visa/permission and which officially documented exemptions are important?
Cambodia's Law on Immigration 1994 (Article 7.3) classes travellers in transit, awaiting their means of transport before continuing to their final destination, as non-immigrant aliens. The official source does not state which transit travellers need a visa or permission, or any exemption.
