No business substance is demanded at the initial e-Visa E application. The official requirement list contains only documents: passport validity of more than six months at the time of entry, a recent passport-size photo in digital format (JPEG or PNG), and a valid credit card (Visa/MasterCard). No business plan, company registration, contract, client or job-creation evidence appears in it.

Limits of the record- This is the requirement row for the online e-Visa application only. It does not state what may be checked at the border, nor what is required at any later stage.
- The CDC handbook indicates that business substance becomes relevant later, not at initial entry: its footnote says the EB visa can be applied for without a work permit during the first six months or one year, but that a work permit or proof of business must be submitted at the second six months or one year. That is the extension stage, and the handbook sources that footnote to a private law firm's guide rather than to an official text.
