What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

A national refugee-status determination and asylum procedure run by Cambodia itself: the sub-decree applies to all foreigners who wish to request refugee status or the right of asylum in the Kingdom of Cambodia. It is not resettlement and not a temporary-protection scheme.

What happens after the request: registration, family handling, major support and rights where officially stated?

Registration, then interview. Competent Ministry of Interior officials give the applicant the refugee-status application form, which must be completed, signed, fingerprinted and returned within at most seven days, together with one written statement of the specific reasons for leaving the country of origin and for seeking refugee status in Cambodia; where necessary the applicant must be given help to complete the form. The status-determination interview must then be held within fifteen days of receipt of the application, by two competent officials of the Ministry of Interior and one of the Ministry of Foreign Affairs and International Cooperation.

Which competent authority, UN body or official assistance channel should the person use?

The competent authority is the Ministry of Interior. UNHCR's Representation in Cambodia is formally involved: the Ministry of Interior must give it copies of applications, decisions and other relevant documents, UNHCR may help coordinate or give recommendations in any proceeding under the sub-decree, the Ministry must cooperate with it in implementing the sub-decree and the 1951 Convention and 1967 Protocol, and an applicant for refugee status or asylum may contact UNHCR in Cambodia through the Ministry of Interior.
