Which family relationships qualify?

Spouse and minor children of a refugee. A spouse or the minor children of a refugee who were separated during the flight acquire refugee status on their arrival in Burundi, unless a particular circumstance opposes it; a child born in Burundi to refugee parents obtains refugee status. Whether a person is a minor is determined by Burundi's Code des personnes et de la famille.

Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

Status is derived from a person who holds refugee status obtained in Burundi, not from a separate sponsor: admission to refugee status is made by an ordinance of the Minister responsible for the interior on the advice of the Commission Consultative pour Etrangers et Réfugiés, and whoever has obtained refugee status in Burundi is treated as a refugee by all authorities within the meaning of the law.

What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

The decisive step is declaration at registration: refugee status extends to the spouse and to the minor children who were declared by the refugee at the time of registration with the immigration services, provided no particular circumstance opposes it. Art 30(3)-(5) does require a declaration of resources and a repatriation bond, but it is addressed to 'l'étranger qui désire s'établir au Burundi', a different route and a different cohort. Arts 124-126 place reception on the Government and material assistance on UNHCR, which is an obligation on the State, not a condition on the family.

Once the status is recognised the Commissariat Général des Migrations issues a refugee identity card, whose technical specifications are set by an ordinance of the Minister responsible for migration; the communal authorities issue a residence attestation to refugees and to the members of their families; and administrative and police authorities may not confiscate the personal documents of an asylum seeker or of a refugee, although they may copy them for administrative use.
