Which citizenship, status or regional agreement creates the person's right to move/reside?

The right derives from ECOWAS Community citizenship under Protocol A/P.1/5/79: Community citizens have the right to enter, reside and establish in the territory of Member States, progressively realised over three phases (entry/visa abolition, right of residence, and right of establishment).

Under which circumstances can the person reside: worker, self-employed, student, jobseeker, self-funded person or another recognised basis?

This specific route covers only Phase I of the Protocol (entry and visa abolition), not a residence basis: a Community citizen may enter and stay up to 90 days visa-free, but must obtain permission for an extension from the appropriate authority to stay longer.

Entry requires a valid travel document and an international health certificate, made through an official entry point; visa-free entry is capped at 90 days, and a Member State may refuse admission to a Community citizen who falls within its own inadmissible-immigrant categories.

The Protocol guarantees the security of the citizen's family, as well as that of the citizen, in the event of expulsion, and protects the citizen's property. The Protocol does not state which family members from outside ECOWAS may accompany or join the citizen, or what other rights they receive.

When do permanent/long-term rights arise and what continuity, absence or retention conditions matter?

This route covers Phase I of ECOWAS Protocol A/P.1/5/79 (right of entry and abolition of visas), under which a Community citizen may stay up to ninety days visa-free and must obtain permission from the appropriate authority to stay longer; the right of residence is a separate later phase. The Protocol does not state when permanent or long-term rights arise, or any continuity, absence or retention conditions. Separately, Burkinabè Law No. 001-2024/ALT exempts nationals of member countries of a community area to which Burkina Faso belongs from the residence permit, but they must hold a consular identity document or a community identity document.
