For the relevant traveller scope, is a visa, electronic authorisation, visa on arrival or no advance visa normally required?

For nationals subject to the Schengen visa requirement, this uses a uniform short-stay visa, not a universal visa-on-arrival arrangement. Bulgaria has issued Schengen visas since 31 March 2024. The applicable requirement depends on nationality and existing permissions, and not every traveller is visa-required.

    As of 31 March 2024, if nationals of the countries listed in Annex I to Regulation (EU) 2018/1806 hold a valid uniform (Schengen) visa, the time spent by them in the Republic of Bulgaria will be considered part of the 90 days allowed to stay in the Schengen area for any 180-day period, regardless of border (air, land or sea), which these citizens have passed in order to enter the territory of the Republic of Bulgaria and regardless of whether it concerns short-term stay or transit.

    From 31 March 2024, the Republic of Bulgaria issues uniform (Schengen) visas valid throughout the Schengen area. A Schengen visa issued by the Republic of Bulgaria after 31 March 2024 will allow its holder to travel throughout the Schengen area in accordance with the Schengen rules (no more than 90 days in any 180-day period), regardless of internal land border checks. The short-term stay (90 days in any 180 days) within the Schengen area begins to be counted from the moment of entry into the territory of Schengen, including for the Republic of Bulgaria.

What short-visit purposes does this route cover?

The route covers tourism or a private visit. For a private visit the published checklist uses an invitation-declaration. Individual tourism uses accommodation and return/onward evidence; organised tourism uses the travel-agent voucher and group documentation.

What maximum stay, rolling-period rule, validity and entry rules apply?

The ordinary short-stay limit is 90 days in any 180-day period across Schengen, including Bulgaria, counted from Schengen entry. The statute allows single, double or multiple entries and visa validity up to five years; a longer visa validity does not create a five-year continuous stay.

Визата за краткосрочно пребиваване с цел транзитно преминаване дава право на притежателя да влезе на територията на Република България и да я напусне в срок до 48 часа на път от една държава за друга държава, освен ако разпоредби на международен договор или на правото на Европейския съюз, които са в сила и се прилагат от Република България, не предвиждат друго. What important funds, accommodation, invitation, insurance, onward-travel or passport evidence may be required?

For a private visit the published checklist uses an invitation-declaration. Individual tourism uses accommodation and return/onward evidence; organised tourism uses the travel-agent voucher and group documentation. The general file requires a travel document issued within ten years, at least two blank pages and validity at least three months after planned departure; medical insurance of at least EUR 30,000 covers the specified trip risks. Purpose, means, accommodation and onward-travel evidence remain important.

    A foreign citizen wishing to apply for a Bulgarian visa shall hold a regular travel document that meets the following requirements: its validity expires at least 3 months after the intended date of departure from the territory of the Republic of Bulgaria or in case of multiple visits - after the last scheduled date of departure from the territory of the Republic of Bulgaria; contains at least 2 blank pages for visa purposes; has been issued within the last 10 years.

    A medical insurance valid for the EU member states for the whole period of the trip, covering all costs for repatriation and for urgent medical care and emergency hospital treatment for the period of the stay indicated in the visa. The insurance amount cannot be less than 30 thousand euro

Where/how is permission obtained when required, and under what important circumstances can a stay be extended or changed?

Apply through the competent Bulgarian diplomatic or consular representation when a visa is required. In Bulgaria, Migration can consider an application before stay expiry for documented extraordinary or humanitarian circumstances preventing departure, or serious personal reasons; humanitarian/extraordinary extensions are free under Article 27, while personal-reason extensions carry a fee. Supporting passport, means, housing, insurance and reason evidence is required.

Удължаването се извършва безплатно. (2) Срокът на валидност и/или продължителността на престоя по силата на издадена шенгенска виза може да се удължи до 90 дни в рамките на 180 дни, ако чужденецът представи доказателство за сериозни лични причини, които оправдават удължаването на срока на валидност или на продължителността на престоя. За удължаване на срока на валидност на виза се заплаща такса.

    (4) Дирекция "Миграция", отдел/сектор/групи "Миграция" при СДВР и ОДМВР удължават срока на валидност на визата на чужденец, който се намира на територия Република България към момента на подаване на заявлението за удължаване. За всяко удължаване на шенгенска виза се уведомява Държавна агенция "Национална сигурност", като се посочват причините, мотивите и срокът за удължаване на валидността или на продължителността на престоя. (5) Чужденецът подава заявление по образец съгласно правилника за прилагане на закона преди изтичане на разрешения срок на пребиваване, към което прилага и следните документи: 1. паспорт или заместващ го документ за пътуване със срок на валидност, надвишаващ минимум с три месеца срока на исканото удължаване на визата, както и копия от страниците със снимката и личните данни; 2. доказателства за стабилни, редовни, предвидими и достатъчни средства за издръжка, жилище и медицинска застраховка за срока на заявеното продължаване на визата; 3. документи, доказващи наличието на извънредни обстоятелства, причини от хуманитарен характер или обосноваващи наличието на сериозни лични причини по смисъла на ал. 1 и 2.
