What exactly is the official special programme/status and why does it exist?

A Special Pass is a discretionary permission the Controller of Immigration may issue to any person, existing so the Controller can allow entry or a stay while an entry-permit enquiry is pending, while a person pursues an appeal against a Controller decision, or for any other special reason.

Which specific population, role, circumstance or historical/legal situation does it cover?

The Special Pass does not target a named population by nationality or occupation; it covers whoever the Controller considers it desirable to grant one to, within three purposes: a person under enquiry for entry-permit entitlement, a person prosecuting an appeal against a Controller decision, or any other special reason.

A Special Pass entitles the holder to enter or remain in Brunei Darussalam for a period not exceeding 42 days, extendable at the Controller's discretion, and may be cancelled by the Controller at any time (a pass issued to allow an appeal cannot be cancelled, except for breach of its conditions, until the appeal is determined). Whether family can be included is not stated.
