What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

A foreign person who is without citizenship may seek temporary residence on humanitarian grounds under Article 58(2)(c) of Bosnia and Herzegovina’s Law on Foreigners. This is a temporary-residence mechanism; the cited law does not confer BiH citizenship or itself decide any separate protection claim.

Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

The route is a temporary-residence application to the Service for Foreigners’ Affairs. The general law says first applications are normally filed outside BiH through a diplomatic-consular mission; filing inside BiH is limited to D-visa entrants or visa-exempt nationals. A person without a valid travel document who is granted residence under Article 58(2) is issued an identity certificate.

What happens after the request: registration, family handling, major support and rights where officially stated?

After approval, a stateless person on this ground has a right to work under the conditions that apply to foreigners generally and is enabled to receive primary education under the same conditions as BiH citizens. The cited provisions do not establish a separate family-accompaniment rule for this ground.
