Which types of residence count fully, partially or not at all where the official rules specify this?

The law excludes specified periods from counting toward permanent residence, including temporary protection, international protection, listed diplomatic statuses, some humanitarian grounds, imprisonment, medical treatment/rehabilitation, certain work-without-permit grounds, volunteer work, and some family reunification with a foreign sponsor. Time spent on higher-education residence counts at half value; an application cannot be based on an active education residence permit.

What absence/continuity rules affect accumulation of the qualifying residence period?

For a five-year period, the law treats residence as continuous despite multiple absences totalling up to 10 months, or one absence of up to six months. A separate, more generous rule applies to Blue Card holders; it is not the route described here.

What other major conditions apply, how is the status obtained, and what renewal, document-validity, retention or loss rules matter?

The applicant must also hold a valid passport, sufficient and regular means, adequate accommodation and health insurance, know one of BiH’s official languages and scripts, and provide criminal-record evidence from the country of origin and BiH. An application is made to the Service for Foreigners’ Affairs; permanent residence is indefinite. The official sources do not state a residence-card renewal deadline or every ground for later loss of status.
