Which citizenship, status or regional agreement creates the person's right to move/reside?

Bolivia signed the MERCOSUR Residence Agreement (Brasilia, 6 December 2002) as an Associated State, and Bolivia's Dirección General de Migración publishes it as part of its international legal framework. Under the Agreement, nationals of a State Party who wish to reside in another State Party may obtain legal residence there by proving their nationality and meeting the requirements of Article 4.

Under which circumstances can the person reside: worker, self-employed, student, jobseeker, self-funded person or another recognised basis?

The basis is nationality of a State Party or Associated State. The consulate or the migration service may grant temporary residence for up to two years. The Agreement covers both people applying from abroad through the consulate and people already in the receiving country applying to regularise their status; in the second case it applies regardless of the migratory status under which they entered and exempts them from fines and harsher penalties.

What entry, registration or residence-document formalities remain?

For temporary residence the applicant must present a valid passport, identity card or certificate of nationality; a birth certificate and proof of civil status (and naturalisation certificate where relevant); police/judicial/criminal record certificates from the country of origin or any country of residence in the previous five years; a sworn statement of no international criminal or police record; a record certificate from the receiving country if applying from within it; a medical certificate if the receiving State's internal law requires one; and payment of the service fee.

Which non-member-country family members can accompany or join, and what broad rights do they receive?

Family members who do not hold the nationality of a State Party are issued a residence permit of the same duration as that of the person they depend on, provided they present the documentation required and have no impediments. If their nationality requires a visa to enter, they must apply for residence through the consular authority unless the receiving country's internal rules make that unnecessary. The official source does not state which relatives count as family members.

When do permanent/long-term rights arise and what continuity, absence or retention conditions matter?

Temporary residence may be converted into permanent residence by applying to the migration authority of the receiving country within the ninety days before it expires, presenting proof of the temporary residence, a valid identity or travel document, a police/judicial/criminal record certificate from the receiving country, proof of lawful means of subsistence for the applicant and the family living with them, and payment of the service fee. Those who do not apply before the temporary residence expires fall back under the receiving State's internal migration law.
