What exact status does accumulated residence lead to?

Permanencia definitiva (definitive stay): authorisation to reside or stay in Bolivia indefinitely, granted by the Dirección General de Migración to foreign nationals who hold at least three years of stay and expressly request it.

What qualifying residence period is required and when does the period begin?

The Migration Law requires a minimum stay of three years, and the regulation lists three years of stay in Bolivian territory as the first requirement. A spouse, dependent children and dependent parents of a person granted definitive stay are covered without needing the three-year minimum. The official source does not state when the period begins.

Which types of residence count fully, partially or not at all where the official rules specify this?

The regulation defines what does not count rather than what does. Temporary stay for study cannot lead to definitive stay; temporary stay for health does not constitute uninterrupted residence from two years onward and cannot lead to definitive stay; humanitarian temporary stay is exceptional and does not constitute uninterrupted residence. Stay is also treated as interrupted if the person leaves Bolivia without authorisation or exceeds the authorised absence.

What absence/continuity rules affect accumulation of the qualifying residence period?

Absence limits are set by the amended Article 17 of the regulation: for transitory stay, no more than a quarter of the authorised period; for temporary stay of one, two or three years, a maximum of ninety calendar days per year, continuous or not; for definitive stay, a maximum of two continuous years. Exceeding them without express authorisation from the migration authority leads to cancellation, and stay is deemed interrupted.

What other major conditions apply, how is the status obtained, and what renewal, document-validity, retention or loss rules matter?

Definitive stay is applied for at the central office, departmental or regional administrations of the Dirección General de Migración, with three years of stay, the sworn-statement application form, a valid passport, foreigner's identity card or national identity document, current national and international police/criminal record certificates, documentation proving the activity carried out in Bolivia, economic solvency proved by a documented sworn statement, a current photograph and proof of payment of the fee. Holders must renew their foreigner's identity card every five years, and those over sixty may obtain one of indefinite validity.
