Is this for a founder, startup entrepreneur, self-employed person, freelancer, company owner or another business profile?

A Trader Permit is tied to a trade licence: the Immigration Rules and Regulations 2023 provide that it is renewed on the basis of a valid trade license issued by the relevant agency of the Government. The Rules do not list which trades or sectors qualify.

See recorded sources
Limits of the record
  • Which trades qualify is decided by the licensing agency under trade-licensing law, not by the immigration rules; no source consulted sets out those criteria.
  • No source consulted restricts the Trader Permit to nationals of India — see the catalogue divergence noted in the delivery report.

What must actually exist or be demonstrated: business plan, company, innovation, clients, contracts, economic activity, job creation or other substance?

The Immigration Rules and Regulations 2023 make the Trader Permit liable for cancellation if the licence holder or his or her direct dependent is not operating the business in the Kingdom, or if obligations relating to transfer or renewal of the business licence are not fulfilled. Renewal requires a valid trade licence issued by the relevant agency of the Government.

What investment, capital, income, revenue, funding or viability evidence is central to this pathway?

The checked official sources did not provide enough route-specific evidence to confirm the investment, capital, income or funding evidence required.

Limits of the record
  • No source consulted states a minimum capital, turnover, investment or proof-of-funds requirement for a Trader Permit or a trader card.
  • The Department's trader application portal at https://permit.doi.gov.bt/trader could not be read on 2026-09-22: the TLS certificate for permit.doi.gov.bt has expired, so the page cannot be fetched over a valid https connection.
  • There is no English Trader Permit or Trader Card page among the 85 pages published on www.doi.gov.bt on 2026-09-22; only a Dzongkha page (page_id=1126) exists.

What business/self-employed activity may the holder conduct? Are there important restrictions? What is the family position where clearly stated?

Under the Immigration Act 2007 a holder of a trader card is permitted to reside and conduct business in the Kingdom, but only in the designated commercial centres, and must obtain a route permit to move outside the designated place of residence. The official source does not state the family position.

What approval/application sequence applies, how long is the status granted, how is it renewed, and what longer-term residence direction is officially stated?

The Immigration Act 2007 lists holders of a trader card in Chapter 4 among the categories of foreigners living in the Kingdom that it classes as immigrants, whose conditions of stay are defined against each category, with the trader card permitting the holder to reside and conduct business in the Kingdom. The Trader Permit is renewed on the basis of a valid trade licence issued by the relevant agency of the Government. The official source does not state the duration of the permit or a route to permanent residence or citizenship.

Limits of the record
  • Neither the Act nor the Immigration Rules and Regulations 2023 states any route from a trader card or Trader Permit to permanent residence or citizenship; classification as an 'immigrant' in Chapter 4 is not stated to confer one.
  • The Rules state only that the Trader Permit is renewed on the basis of a valid trade license; no maximum number of renewals or total length of stay is stated.
