What maximum stay, rolling-period rule, validity and entry rules apply?

A category C visa can be valid for up to 90 days. A category D multiple-entry visa is valid for more than 90 days and no more than five years; the general procedure states a D visa carries a right to stay for up to 90 days unless an international agreement provides otherwise. Two- and three-to-five-year D visas for these activities are generally subject to prior long-term-visa use within the specified three- and five-year lookback periods.

A general application also needs a completed form, a 35×45 mm photograph taken no earlier than six months before submission and a foreign travel document. Where/how is permission obtained when required, and under what important circumstances can a stay be extended or changed?

Entry visas are issued by Belarusian diplomatic missions and consular institutions and by the Foreign Admissions Division of the MFA Consular Directorate at National Airport Minsk. A consular officer decides within 5 working days (2 if urgent) of application, though it may take longer. To extend a stay, a foreigner contacts the local Citizenship and Migration Department unit of the Ministry of Interior where registered to obtain an exit visa, or a residence permit and, if necessary, an exit-entry visa; extension is not stated to be automatic and no route-specific grounds are listed.
