A stateless person present in Belarus for more than three years may be granted permanent residence if no state has agreed to accept them, except a person who formally terminated citizenship under the previous country’s law.

The administrative procedure lists a permanent-residence permit as indefinite; the holder must register an address in Belarus within three months. The statutory ground says the permit may be issued, not that it is automatic.
