Which citizenship, status or regional agreement creates the person's right to move/reside?

The Belarus–Russia agreement provides freedom of movement, residence and transit for citizens of each state on the other’s territory. Russian citizenship is also a ground to obtain Belarusian permanent residence.

What entry, registration or residence-document formalities remain?

Russian citizens are exempt from registration during the first 90 days after arrival under the Belarus–Russia agreement, and may travel to, stay in, transit through and leave Belarus without a migration card. These entry rules do not replace the permanent-residence application and registration after a permit is granted.

Which non-member-country family members can accompany or join, and what broad rights do they receive?

The Belarus–Russia agreement sets out rights for citizens of Belarus and Russia but does not grant derivative permanent residence to every family member. Family members must meet a separate statutory family-reunification ground and provide the required invitation or proof.

When do permanent/long-term rights arise and what continuity, absence or retention conditions matter?

The in-country permanent-residence procedure requires an application and proof of the legal ground; the permit is indefinite. A permanent-residence holder must register a Belarus address within three months. These general holder rules apply after the Russian-citizenship ground is approved.
