Permanent residence may be issued to a foreigner who has been granted refugee status or asylum in Belarus. A pending protection application is a different legal position.

Permanent residence is issued indefinitely under the Decree No. 200 procedure. A holder must register an address in Belarus within three months; the law lists separate cancellation grounds. The official source does not state family handling, support or rights.
