The MFA insurance page generally requires policy cover in Belarus for the stay/residence, at least €10,000, evidenced by a policy, card or another insurance document; it lists CIS, Russian and Turkmen treaty exemptions from compulsory health insurance.

Can a carer/companion accompany the patient? Who qualifies and what separate/linked permission applies?

The MFA separately lists a C-visa support letter from a Belarusian healthcare institution for a foreign attendant accompanying a foreigner who needs medical care. This is an attendant visa basis, not automatic permission attached to the patient’s visa; the page does not define a family-member entitlement.
