What exact activity, role or purpose qualifies?

Belarus lists entry visas for humanitarian programmes, including foreign aid, the organisation of children’s recovery and volunteer work.

What organisation, institution, religious body, charity, teacher or host must support the activity?

For both C and D humanitarian visas, the MFA lists support from the Humanitarian Activities Department of the Presidential Property Management Directorate or another authorised Belarusian government institution, or from a Belarusian humanitarian organisation approved by that Department.

A category C visa can be valid for up to 90 days; a category D visa is multiple-entry, valid for more than 90 days but no more than five years, with a right to stay for up to 90 days unless an international agreement provides otherwise. A two-year humanitarian D visa generally requires use of a long-term visa within the previous three years, and a three-to-five-year visa use of a visa valid at least two years within the previous five years; these are validity terms, not continuous-residence permission. Extension requests go to the local Citizenship and Migration Department unit at the place of registration.
