For the relevant traveller scope, is a visa, electronic authorisation, visa on arrival or no advance visa normally required?

Belarus lists business travel as an entry-visa purpose. The general MFA procedure describes entry on a foreign travel document with a Belarus visa unless an international agreement or Presidential decision provides otherwise. The cited pages do not give a complete nationality-by-nationality exemption table.

  • MFA visa application process, general entry rule
According to the Law of the Republic of Belarus “On Legal Status of Foreign Citizens and Stateless Persons in the Republic of Belarus” of January 4, 2010 a foreign citizen may enter the Republic of Belarus, leave the Republic of Belarus and transit through the territory of the Republic of Belarus with a foreign travel document [?], if there is a visa of the Republic of Belarus [?], unless otherwise stipulated by the international agreements of the Republic of Belarus or by the decisions of the President of the Republic of Belarus.

What short-visit purposes does this route cover?

This route is the Belarus entry-visa category for business travel. Employment is listed separately as a visa purpose requiring a special employment permit, so a business visa does not itself establish employment authorisation.

Limits of the record
  • The category name and business-support letter are documented, but the source does not define every activity qualifying as business travel or decide work rights for a particular holder.

What maximum stay, rolling-period rule, validity and entry rules apply?

A category C visa is valid for no more than 90 days. A category D multiple-entry visa is valid for more than 90 days and no more than five years; the general procedure states a D visa carries a right to stay for up to 90 days unless an international agreement provides otherwise. These are visa-validity rules, not a promise of continuous stay.

Limits of the record
  • The pages distinguish visa validity from permitted stay but do not establish the exact stay period and calculation for each applicant under this purpose; any treaty exception is also applicant-specific.

What important funds, accommodation, invitation, insurance, onward-travel or passport evidence may be required?

For a business-travel visa, the support document is a visa-support letter issued by a Belarusian legal entity. A general application also needs a completed form, a 35×45 mm photograph taken no earlier than six months before submission and a foreign travel document. MFA insurance guidance specifies cover for the stay of at least €10,000, subject to stated exceptions, and the consular officer may request more documents.

Limits of the record
  • This is the documented category-specific and general file, not a complete border-admission checklist; the consular officer may request more evidence.

Where/how is permission obtained when required, and under what important circumstances can a stay be extended or changed?

Entry visas are issued by Belarusian diplomatic missions and consular institutions and by the Foreign Admissions Division of the MFA Consular Directorate at National Airport Minsk. A consular officer decides within 5 working days (2 if urgent) of application, though it may take longer. To extend a stay, a foreigner contacts the local Citizenship and Migration Department unit of the Ministry of Interior where registered to obtain an exit visa, or a residence permit and, if necessary, an exit-entry visa; extension is not stated to be automatic and no route-specific grounds are listed.

Limits of the record
  • The general MFA page does not establish grounds, approval criteria or a guaranteed outcome for an extension under this specific visa purpose.

These are the answers currently recorded in the catalogue. A missing or partial answer is not an eligibility decision.
