For the Article 45.1.2 investment ground, temporary residence may be issued for the application period up to three years and extended up to three years where the ground remains. Separately, the official source describes permanent residence after at least two years only for listed grounds and subject to its exclusions; it is not automatic. The official source does not state what happens to the investment.

Permit for temporary residence on the territory of the Republic of Azerbaijan is issued for foreigners and stateless persons set forth in Article 45.1.2 and 45.1.4-1 (concerning highly skilled migrants) of the Migration Code for the period mentioned on the application of an applicant, but for a period not exceeding 3 years and can be extended each time for the period not exceeding 3 years, if there is a relevant ground.
