Which travellers require a transit visa/permission and which officially documented exemptions are important?

A transit visa is the general permission for a foreign or stateless traveller transiting Azerbaijani territory to a third country. Article 19.3 exempts travellers holding another visa allowing border crossing, air passengers transiting without changing planes, qualifying airport plane changes with destination-entry documents and onward departure ticket within 24 hours while remaining in the designated airport area, and citizens of states with visa-free agreements with Azerbaijan. The applicable nationality agreement list is not established here.

    19.2. Azərbaycan Respublikasının ərazisindən tranzitlə keçən əcnəbiyə və ya vətəndaşlığı olmayan şəxsə bu Məcəllənin 34–37-ci maddələrində nəzərdə tutulmuş qaydada tranzit vizası verilir. 19.3. Can the traveller remain airside, and under what circumstances must immigration control be crossed?

A Terminal 1 international-to-international transfer at Heydar Aliyev Airport can remain in the transfer facility without entering Azerbaijan; immigration and customs clearance are not required for that airport route. The Migration Code exempts an airport plane change from a transit visa only where the traveller has destination-entry documents and an onward ticket, stays no more than 24 hours, and remains in the designated airport area. Collecting checked baggage through international arrivals requires immigration clearance.

What officially documented baggage collection, terminal, separate-ticket or self-transfer situations affect the immigration requirement?

Checked baggage collection at international arrivals takes place after immigration clearance, so a traveller who must retrieve checked baggage cannot use that airside route for the collection. What maximum transit period, overnight, airport-change or multiple-stop rules matter?

A transit visa can be valid for up to 30 days but allows a stay of up to five days; its issue takes the transport mode, route and travel time into account. A distinct visa-free airport plane-change exemption requires destination-entry documents, an onward departure ticket, a stay no longer than 24 hours and remaining within the designated airport area. The 24-hour exemption is not the transit visa's five-day stay limit.
