Which citizenship, status or regional agreement creates the person's right to move/reside?

An EEA or Swiss citizen who is the family member of an EEA citizen, a Swiss citizen, or an Austrian citizen who has exercised his or her right of residence under EU law may reside in Austria for more than three months if the family-member conditions are met.

The family member must request a confirmation of registration of their right of residence under EU law (Anmeldebescheinigung); the application must be filed within four months of arrival in Austria.

    you are required to request a confirmation of registration of your Right of Residence under EU law (“Anmeldebescheinigung”). An application to this effect has to be filed within four months of your arrival in Austria.

Which non-member-country family members can accompany or join, and what broad rights do they receive?

Family members who are not EEA or Swiss citizens can join an EEA or Swiss citizen, or an Austrian who has exercised the right to free movement, if they are the spouse or registered partner; a direct descendant (children, grandchildren, great-grandchildren) of the EEA national or of his or her spouse or registered partner aged 21 or younger, or older if dependent; or a dependent direct relative in the ascending line (parents, grandparents, great-grandparents). They have a right of residence under EU law and enjoy free movement of workers, must request a residence card (Aufenthaltskarte), and after five years of continuous lawful residence in Austria can be issued a permanent residence card (Daueraufenthaltskarte). Life partners and other relatives can instead obtain a settlement permit under § 56 (1) NAG.

As an EEA or Swiss national with a right of residence under EU law, the family member can obtain the right of long-term residence after five years of continuous lawful residence in Austria; upon application a Long-term Residence Certificate (Bescheinigung des Daueraufenthalts) is issued.
