Which citizenship, status or regional agreement creates the person's right to move/reside?

EU citizens who are entitled, in accordance with Union law, to reside in Austria for more than three months receive, upon request, a registration certificate as documentation of their right of residence, under sections 51, 53 and 53a of the Niederlassungs- und Aufenthaltsgesetz (NAG).

Under which circumstances can the person reside: worker, self-employed, student, jobseeker, self-funded person or another recognised basis?

EU citizens may reside in Austria for more than three months if they are employed or self-employed in Austria, or have sufficient means of subsistence and comprehensive health insurance for themselves and their dependants, or their stay is principally to obtain a qualification from a state or legally recognised school and they have sufficient means of subsistence and comprehensive health insurance.

What entry, registration or residence-document formalities remain?

The stay must be registered with the competent settlement authority within four months of arrival in Austria; the applicant must apply in person for the registration certificate. The fee is EUR 44.

Which non-member-country family members can accompany or join, and what broad rights do they receive?

Family members who are not EEA or Swiss citizens can join an EEA or Swiss citizen, or an Austrian who has exercised the right to free movement, if they are the spouse or registered partner; a direct descendant (children, grandchildren, great-grandchildren) of the EEA national or of his or her spouse or registered partner aged 21 or younger, or older if dependent; or a dependent direct relative in the ascending line (parents, grandparents, great-grandparents). They have a right of residence under EU law and enjoy free movement of workers, must request a residence card (Aufenthaltskarte), and after five years of continuous lawful residence in Austria can be issued a permanent residence card (Daueraufenthaltskarte). Life partners and other relatives can instead obtain a settlement permit under § 56 (1) NAG.
