What exactly is the official special programme/status and why does it exist?

Citizenship for "putative Austrians" (Putativösterreicher) under Section 57 of the Citizenship Act (StbG) is a facilitated acquisition of Austrian citizenship by declaration (Anzeige). It exists for persons who were treated by Austrian authorities as Austrian citizens for at least 15 years although they are not, through no fault of their own (for example through the issue of a certificate of citizenship or a passport). The 15-year period does not apply if the person performed civilian or military service in Austria.
