What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

This is a temporary onshore protection visa (SHEV) — distinct from the permanent Protection visa (subclass 866) and from offshore resettlement — for people who arrived in Australia without a visa or were not immigration cleared and want to seek asylum. It grants 5 years' stay with work/study rights, conditional on the applicant signing a declaration of intent to work or study in regional Australia.

Which population, circumstances or geographic group does the mechanism cover?

It covers people unable to validly apply for a permanent Protection visa (866) who are an unauthorised maritime arrival, were not immigration cleared on last arrival, entered without a valid visa, or hold/held a TPV (785), Temporary Safe Haven visa (449), Temporary (Humanitarian Concern) visa (786) or SHEV (790) — and who are a refugee or meet Australia's complementary protection criteria, or are a family member of someone who does.

What happens after the request: registration, family handling, major support and rights where officially stated?

During processing, applicants must provide identity documents and may be asked for biometrics (fingerprints and a digital photo), undergo security checks, complete health examinations via Bupa Medical Visa Services (receiving a HAP ID after lodgement), meet character requirements, and — if 18 or older — sign the Australian Values Statement after reading or having explained the Life in Australia booklet.
