Which family relationships qualify?

The qualifying family relationship is not yet a marriage but an intended one: the applicant's prospective spouse must, in most cases, be an Australian citizen, Australian permanent resident, or eligible New Zealand citizen, and the applicant must intend to marry that person before the visa period ends. The relationship can be with someone of the same or different sex.

Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

The sponsor is the applicant's prospective spouse, who in most cases must be an Australian citizen, Australian permanent resident or eligible New Zealand citizen and must be approved by the department, and both the applicant and sponsor must be 18 years or older at the time of application. Uniquely for this visa, the applicant and prospective spouse must have met in person as adults since turning 18 and be known to each other personally at the time of application, since the visa is meant to allow a couple who have not yet married to do so in Australia.

What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

Proof for this visa centres on demonstrating a genuine intention to marry rather than an existing marriage or de facto relationship: the couple must have met each other in person as adults, know each other personally at the time of application, and be outside Australia when the application is lodged, together with any family members applying with them.

What important financial, accommodation, insurance or maintenance responsibilities apply?

The applicant and any family members applying with them must meet Australia's health requirement (character checks apply to those aged 16 and over), and any debt owed to the Australian Government by the applicant or family members must be repaid or arranged for repayment. Adults must sign an Australian Values Statement. The official source does not state an income, accommodation or insurance requirement.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

This is a temporary visa valid for 9 to 15 months from the date of grant, during which the holder can work and study in Australia and must marry their prospective spouse. Once married, the holder can apply onshore for a Partner visa (Subclass 820/801) rather than progressing automatically; the visa costs from AUD11,710.00, with concessions applying only in limited circumstances.
