Which family relationships qualify?

The qualifying relationship is a durable and exclusive partnership between two unmarried partners. One partner must be an Aruba-born Dutch national (by birth or naturalisation) and/or a knowledge migrant; the other partner must be a Dutch national born outside Aruba or a foreign national. The partners must have a registered partnership recognised in all parts of the Kingdom or a notarial cohabitation agreement, and they must have an exclusive durable relationship of at least three years.

Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

The sponsor is the Dutch partner. The permit is granted under the guarantee of the Dutch partner. The Dutch partner must be either an Aruba-born Dutch national (by birth or naturalisation) or a knowledge migrant. The sponsor must have an income at least equal to the subsistence minimum (bestaansminimum) throughout the guarantee period.

What important financial, accommodation, insurance or maintenance responsibilities apply?

The sponsor (Dutch partner) must have an income at least equal to the subsistence minimum (bestaansminimum) throughout the guarantee period. The permit is granted under the condition that the partner actually lives with the Dutch partner. A private insurance must be taken out for the permit holder, except for partners who are Dutch or American citizens.
