What exactly is the official special programme/status and why does it exist?

This is the Ministry of Foreign Affairs' published list of countries with which Armenia has a visa-free regime under bilateral or multilateral agreements; for most listed countries the exemption is limited to diplomatic, official or service passports, though for some it covers all passport types.

Which specific population, role, circumstance or historical/legal situation does it cover?

It covers holders of diplomatic, official/service (and in a few cases special) passports of the 67 listed countries or territories: for example, diplomatic passports only for Austria, Belgium, France and Germany; diplomatic and service passports only for Croatia, Hungary and Singapore; and all passport types for countries such as Albania, Argentina, Brazil, China, Georgia, Kazakhstan and Russia.

The trigger is simply holding a passport of the qualifying type issued by one of the listed countries; there is no separate invitation, nomination or certification step described.

No separate sponsor, nomination, certification or application step is described; the condition is holding a passport of the type listed for the relevant country (for example, diplomatic passports only, diplomatic and service passports only, or all types of passports) in the Ministry of Foreign Affairs list of countries with which Armenia has a visa-free regime.

What immigration status and rights result, how long do they last, can family be included, and what happens if the special qualifying circumstance ends?

The result is visa-free entry, not a residence status. This list page does not itself state a maximum stay for the agreement-based exemption; the Ministry's general visa page states that citizens of countries for which a visa-free regime is set can stay in Armenia for no more than 180 days during one year unless a different term is set by an international agreement -- which, for some of these bilateral/multilateral agreements, may differ from the general 180-day rule. This list was last updated 02.02.2024 according to the page itself.
