What exactly is the official special programme/status and why does it exist?

This is a set of fee-exempt categories of temporary residence status for people in Armenia on a humanitarian, technical, diplomatic or official capacity, rather than for ordinary study/work/family/business reasons.

Which specific population, role, circumstance or historical/legal situation does it cover?

It covers persons arriving in Armenia to provide humanitarian or technical assistance; foreign specialists and their family members invited to work by the President, the National Assembly or the Government of Armenia; persons entering with diplomatic passports and staff of foreign diplomatic missions/consular institutions in Armenia, and their family members; and officials and delegation members visiting upon invitation of the President, Speaker of the National Assembly, President of the Constitutional Court, Prime Minister, Minister of Foreign Affairs or Human Rights Defender of Armenia.

What circumstance, event, relationship, nomination, invitation or status activates access?

Access is triggered by: an assignment or arrival to provide humanitarian or technical assistance; an invitation to work issued by the President, National Assembly or Government (for foreign specialists); a diplomatic or consular posting to Armenia; or an invitation to visit issued by the President, the Speaker of the National Assembly, the President of the Constitutional Court, the Prime Minister, the Minister of Foreign Affairs, or the Human Rights Defender.
