What exactly is the official special programme/status and why does it exist?

The Diplomatic and Official Visa is a visa category issued directly by the Ministry of Foreign Affairs, separate from ordinary visitor visas (which the Migration and Citizenship Service extends) and separate from e-visas.

What sponsor, authority, nomination, certification, evidence or other step must occur before the status can be obtained?

An official request from a foreign ministry, foreign diplomatic mission or consular post, or an international organisation precedes issuance. If a diplomatic, official, service or special-passport holder, or a UNLP holder, must obtain the visa on arrival because of short notice, prior arrangement with the Consular Department of Armenia's Ministry of Foreign Affairs is required.

    Please note that prior arrangement with Consular Department of the Ministry of Foreign Affairs of the Republic of Armenia is needed for those holders of Diplomatic and Official (Service, Special) passports as well as UNLP who due to the trip short notice have to obtain their visas upon arrival in Armenia.

What immigration status and rights result, how long do they last, can family be included, and what happens if the special qualifying circumstance ends?

The result is an entry visa, not a residence status. Armenian visas are generally issued for a maximum of 120 days with the possibility to extend for another 60 days, unless a different term is set by an international agreement; the official source does not state whether this general rule applies to Diplomatic and Official visas. It does not state family inclusion or what happens when the official purpose ends.
