What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

Temporary residence for humanitarian reasons under Article 23(m) of Law No. 25.871, regulated by Decree No. 616/2010, for foreigners who invoke humanitarian reasons that justify, in the judgment of the National Directorate of Migration, special treatment.

Which population, circumstances or geographic group does the mechanism cover?

Foreigners who invoke humanitarian reasons that justify, in the judgment of the National Directorate of Migration, special treatment. Specific situations include: (a) persons in need of international protection who are not refugees or asylees but are protected by the principle of non-refoulement and cannot regularize their migration status through other criteria; (b) persons who are presumed likely to face human rights violations if returned to their country of origin; (c) victims of human trafficking or other forms of slave exploitation and/or victims of migrant smuggling.
