Which citizenship, status or regional agreement creates the person's right to move/reside?

The right to move/reside is created by being a native national of a MERCOSUR State Party or Associated State (Uruguay, Brazil, Paraguay, Bolivia, Chile, Peru, Ecuador, Colombia, Venezuela, Guyana, Surinam), or a national of a non-MERCOSUR country naturalised for at least five years in one of the following countries: Brazil, Paraguay, Uruguay, Bolivia, Chile, Colombia, Ecuador, Peru. The route is regulated by Article 23 inciso l) of Law No. 25.871, regulated by Decree No. 616/2010 and Disposición 1.637/2022.

What entry, registration or residence-document formalities remain?

The application is initiated remotely through the RaDEX system: register as a user, complete the application form, pay the corresponding fees, and attach the required documentation and data. If requirements are met, an email with the date for an in-person appointment is received. It is necessary to be within the territory of Argentina. The procedure can be done with a preferential appointment by paying an additional amount; in that case, the Argentine Criminal Record Certificate is processed outside RADEX and must be presented on the day of the appointment.
