The recognised residence basis is citizenship of an OECS Protocol Member State. Under the OECS free-movement regime those citizens can live indefinitely in another Protocol Member State and receive the indefinite-stay stamp on arrival.

Citizens of the Protocol Member States and their qualifying family members receive an indefinite-stay stamp on arrival at the immigration desks. The OECS also states that Protocol Member State citizens may travel within the Eastern Caribbean Economic Union using valid government-issued identification, such as a driving licence, national ID or voter card.
