What investment option or options qualify?

D.1.1 is Andorra's residence without gainful activity. The main holder must invest, permanently and effectively, at least 600,000 euros in one or several of five asset types: real estate located in Andorran territory; holdings in the share capital or equity of companies resident in Andorra; debt or financial instruments issued by entities resident in Andorra; debt instruments issued by any public administration of Andorra; and unremunerated deposits with the Institut Nacional de Finances.

What official minimum amount, tier or threshold applies to each relevant option?

The investment threshold is at least 600,000 euros, invested permanently and effectively in one or several of the listed Andorran asset types. Separately from that investment capital, the main holder of a residence without gainful activity must pay and deposit with the Andorran Financial Authority fifty thousand euros (50,000 euros), unremunerated, plus twelve thousand euros (12,000 euros), unremunerated, for each dependant who acquires the status of resident without gainful activity.

How long must the investment be maintained and what continuing ownership, investment or physical-presence conditions are important?

The investment must be permanent and effective; an applicant who has not yet made it must commit, when filing, to make it within six months and then provide, under the conditions set by regulation, the documents evidencing it. The holder must also commit to effective residence in Andorra for a minimum of 90 days per calendar year, hold housing in Andorra by ownership, rental or purchase steps to be completed within one year, and keep sickness, incapacity and old-age cover in force for the whole validity of the authorisation.

Which family members can be included where officially stated, and what broad residence/work rights result?

Dependants are recognised through the deposit, income and insurance conditions rather than a separate family route: each dependant who acquires resident status without gainful activity triggers an additional 12,000 euro deposit with the Andorran Financial Authority; the main holder's annual income must exceed 300% of the current annual minimum wage, plus 100% of that indicator for each dependant; and sickness, incapacity and old-age cover valid for Andorra is required for the applicant and the dependants of the applicant or of their spouse or stable partner, except minors and people over sixty, who need sickness cover only. Dependent children need a birth certificate, and children under 16 a vaccination book and a medical certificate. The official source does not define which relatives qualify as dependants or state their work rights.

Limits of the record
  • The form is a residence application without gainful activity and grants no work right; it does not define which relatives qualify as dependants and does not set out family residence or work rights.

What status is obtained, how is it renewed, what longer-term residence/citizenship direction is officially stated, and what happens to the investment when relevant?

The status obtained is a residence authorisation without gainful activity, applied for on form T2 G024. The initial authorisation is granted for two years, the first renewal for two years, the second renewal for three years and subsequent renewals for ten years each; nationals of states with a ratified convention with Andorra follow a different, separate procedure (D.2). The official source does not state a citizenship direction or what happens to the investment.
