Which travellers require a transit visa/permission and which officially documented exemptions are important?

Foreigners travelling to Algeria generally must obtain a visa in advance unless they are not subject to that formality. Transit is an expressly identified Algerian visa category, but the official source does not identify the exempt traveller populations.

Can the traveller remain airside, and under what circumstances must immigration control be crossed?

Loi 08-11 (art. 11, 3°) exempts from the consular visa a foreigner transiting Algerian territory by air, while art. 14 provides a transit visa of up to seven days for a foreigner transiting the territory who holds the destination country's visa and proves sufficient means. Algerian consulates (Paris, Brussels) require a hotel booking for a transit visa when the applicant is obliged to leave the international zone, and the Embassy in The Hague presents the transit visa as being for transit via Algeria's international airports, requiring a copy of the air ticket showing the Algerian transit. If permission is required, what permission is it, where/how is it obtained, and what core onward-travel evidence is required?

If required, the permission is an Algerian transit visa obtained in advance from the diplomatic or consular post for the applicant's usual place of residence, using a form downloaded from the post's website and completed in duplicate. Common documents are a passport valid for at least six months, a passport photocopy, two recent identity photographs, the described identity documents, and travel-insurance and repatriation-assistance certification; applicants residing outside their country of origin also provide a residence card and photocopy. For transit, the applicant must provide the destination country's entry visa when that visa is required, plus proof of resources, and the Embassy in The Hague requires a copy of the air ticket showing the Algerian transit.
