Décret exécutif n° 06-454 of 11 December 2006, which governs the carte professionnelle issued to foreigners carrying on a commercial, industrial or craft activity or a liberal profession, fixes no minimum capital, no financial-resources threshold and no proof of economic viability. The only condition it lays down for obtaining the card is proof of registration, according to the activity: in the commercial register, in the craft and trades register, or on the roll of the order governing the profession. The only monetary item it imposes is a fee payable on issue, whose amount it does not set; and it expressly leaves the documents making up the application file to a joint order of the ministers of the interior and of commerce, so a financial requirement contained in that order cannot be excluded on the basis of this decree alone.
